I just bough a fun pair of black cargo type pants that can be worn long or rolled up and buttoned to make them capri length (which is how I want to wear them with the top I bought). The top is by Rampage and is thin t-shirt type fabric and is multi-colored (burnt orange, green, yellow, turquoise, black) all over-- oh so fun. It is a scoop neck with elastic and ties at the "neckline"; it has a wide "finished hem" that sits just above my hips. So, what kind of shoes do I wear??? I'm at a loss.

Sounds like a nice casual outfit. I would wear some flip flops to accent one of the colors in the shirt. If you are going out at night, maybe some nice flats would work well.
